Sector notice 30 August 2016
Reporting higher education data in 2017
The 2017 Ministerial Notice was issued on 24 August 2016.
There are minor modifications to the reporting requirements for the coming year. The key change is the addition of a new student status code to reflect the removal of the HECS-HELP discount for Commonwealth supported students who pay their student contributions up front. This follows amendments to the Opens in a new window: Higher Education Support Act 2003 (HESA), which were passed by Parliament in December 2015.
The details of this change are included in the 2017 Higher Education Data Collections change control document. All documents related to the Notice, including the instrument, are available on HEIMSHELP.
Subject to the registration of new program guidelines, mandatory changes to research block grant data requirements for 2017 will involve the addition of three new codes on existing elements to support the administration of the redesigned programs. An update to the Notice to include these codes will be issued as soon as the guidelines are registered. Draft versions of elements 490 & 487 including the new codes are available on HEIMSHELP. We welcome your feedback.
Further changes to research data proposed in the consultation paper will not be implemented for 2017. The collection of these data types will be considered for later years based on feedback from the sector.
