System outage

The TCSI update - December 2018 is now available.


New HEPCAT and HEIMS release

HEPCAT

A new version of HEPCAT and HEIMS will be released to production on Wednesday 12 December 2018.

The key changes to this release include the addition of new and modifications to existing validations to support the removal of the 25% FEE-HELP Loan fee for Table B providers. Due to the passage of the Higher Education Loan Program (HELP) changes - Sustainability Act in August.

All HEIMS systems will be unavailable from 12pm AEDT 11 December 2018 for the application update. The new version of HEPCAT will be available for download on 12 December 2018.

The MQ services that transfer TFN data will be unavailable from 12.00 PM Friday, 7 December to 8.00 AM on Monday, 10 December 2018.


TCSI data element definitions for 2020

The 2020 Data framework and the Data element definitions for 2020 have been released on our TCSI Resources page, including:

  • updated element names for new and existing elements
  • coding notes for new and existing elements
  • elements marked as 'retired'
  • data type and width updates

Version 2.1 of the API specifications is scheduled for release on Tuesday 4 December. These specifications are currently being updated to align with the 2020 Element specifications and version 2.1 of the Data framework.


TFN verification system outage

The MQ services that transfer TFN data are currently unavailable. This is being treated as a priority and we hope to have the services restored by Wednesday 21 November.


2019 Reporting Requirements for the Higher Education Data Collections & Outcomes Paper

The 2019 reporting requirements for the Higher Education Data Collections were issued on 24 October 2018.

No system changes will be required.

The department has also released the Outcomes from the Redevelopment and Audit of the Higher Education Data Collection Discussion Paper.

As part of the 2019 requirements, the department has introduced two Field of Research indicator elements for Higher Degree by Research (HDR).

These elements will address the need for better HDR data identified in the Review of Australia's Research Training System undertaken by the Australian Council of Learned Academies (ACOLA).

All changes are included in 2019 Higher Education Data Collections data requirements and change control document.

Security upgrade to HEIMS applications from 2 October 2018

As we advised in our July eNews, from 2 October 2018 the department will disable SSL 2.0/ SSL 3.0, TLS 1.0/1.1 and use TLS 1.2 instead for all HEIMS web applications and web services. These changes will affect the Education Portal, HEIMS Online, HEIMS Administration and HEIMS Web Services. This security upgrade will also apply to the reporting of Commonwealth Scholarships and Tertiary Admissions data through Web Services.

For more information on how to upgrade to TLS1.2 please refer to the "HEIMS Applications Upgrade – TLS Guide" available from the Systems and Access page. Also the documents that detail the technical specifications to use HEIMS Web Services for CHESSN allocation and entitlement checks, reporting Commonwealth Scholarships and Applications and Offers collection by Tertiary Admission Centres have been updated.

Student Fact Sheet: Tax File Number (TFN) Mismatch

This fact sheet has been created by the department and the ATO to help you with managing students who are providing TFN details that are not passing the TFN verification process. You can give this fact sheet to your students to help them understand why they have to provide a TFN, what happens if the TFN is not valid and what the student needs to do to ensure that the TFN they are supplying can be validated.
